I think you're close. The way I saw it, Evil!Teacher had been skimming the proceeds all day. The box had $12K when she gave it to Veronica, but she had collected a lot more than that (and put the difference in the envelope found in the ceiling. Weevil took the $12K from the cashbox, put $3K in Thumper's locker and spent the rest on his snazzy green car.
The exact lines were "You hit me, and you'll suffer worse. Remember Sally?"

Somewhere else on the 'net had this quote as a random quote from a prior episode:
LILLY: Okay, it's my turn? Logan.
LOGAN: Truth.
LILLY: What did you think of Veronica the first time you saw her.
LOGAN: I don't know, I thought she was hot.
VERONICA: I was 12 when you moved here!
LOGAN: Oh, and, like you weren't working it in your shorts and your kneesocks.

Probably more like 11 or 12. They're both high school seniors, and Veronica's really old for a senior.
Yeah, but I was finding it amusing that Veronica could tease him with "well, you always did like schoolgirls." Then Logan could say "Hey! I was only 13!' and then Veronica said, "Well..."
Logan's younger. V turned 18 before the season started, but when Duncan and Logan made up in Blast from the Past they both mentioned they were emancipated minors.

Ok, so about Beaver's comment on "Sally:"
I'm still kicking an idea around in my head that Dick, Beaver, or Dick and Beaver have a hand in the bus crash. Could "Sally" have just been a throwaway line, or could it be a hint at something darker from the brothers Casablancas?
I think it's safe to say that it wasn't a throwaway line.
