Digital Ocean does have managed databases now. Looks like it would be about $20 a month for webserver and database.
Vultr doesn't have a managed database, but an instance big enough for both webserver and database might be possible at $10/mo.
Azure doesn't look practical for small deployments.

Then, I'm thinking Digital Ocean. I think it will be easier to deal with than AWS, especially since you can pay by just banking money in your DO account via paypal.
Go digital ocean! They are a cool company and I've been very happy with them.
I'm fine with paying a little more to avoid Amazon where possible.
