I think it's the presentation on the web site that makes it hard to decide. Alone, it looks like a slip rather than a skirt.

It reminds me of the skirt that Buffy wore at the end of "Earshot" (except hers was shorter)

I generally like fringiness, but I'm not sure about that skirt, either. I think I don't like it, but a small change could tip me back over into liking it.
