I think it was picked up for the full season. Probably an experiment to see if anybody would watch a show where nothing happened other than the hot chick wearing tighter and tighter tops, with the odd glimpse of sea monsters. And for those who haven't watched it, that wasn't a euphemism.

OMG, in the midst of a very bizarre dream last night, there was a part when I was in the apartment of an acqaintance and I found a book about the X-Files on a bookshelf. I started reading an interview with Terry O'Quinn, where he went on about all the geniuses that he worked with in the past, including Tim and Joss. (He's never worked with Joss, has he?)
