On the subject of jobs and wrong, the interview he went to last week (different place) told him to come in at noon and meet with the HR person. So he showed up, and the HR person sent a lacky in who handed him a stack of papers and told him he had two hours to complete the test. Test? What test? No one ever mentioned a two hour writing test to him, so he was mentally unprepared for it and rather angry to be surprised with it. I might have walked out, but he finished it and was only then able to actually talk to people about the job.
Drat on the low salary. Counter offer?

These positions often involve a lot of writing, and often people ask for writing samples. So it was a bunch of stuff to analyze and write an executive summary. It wouldn't have been so odd if someone had bothered to mention it would be part of the process.
