I swear the only thing that'll keep her distracted from that bookshelf beyond physical prevention
We covered up our lower bookshelves with sheets. Just folded them to size and pinned them up with tacks. Out of sight, out of baby mind. At least with Emmett. Also I had chains across my record shelves. Little skinny chains, just on hooks that were screwed into the sides of the record case, but tight enough to prevent him from pulling them out.

And I'm seriously considering a toddler leash for places like airports and the ballpark.
My sister used one for both of her kids. Neither child was harmed by it, and neither ran off during a split second of my sister being distracted and got hit by a car/lost/grabbed by a stranger/[fill in nearly any parental worry here]. The kid gets to have a little mobility while staying near the parent, and she doesn't get her arm pulled in uncomfortable ways. It seems to make the whole kids in crowds thing work much beetter.
