OFAC and the USA PATRIOT Act also have a provision that banks must check out any suspicious activity, and excessive transferring between accounts is one of the big red flags. Nevermind that it's between well-established accounts, it still has to be checked out. So, naturally, the banks are passing the cost on to the customer as well as penalizing said customer in a bid to avert further transferring.
