Depending on how you are defining first-time fic. I think in tagging terms, it usually refers to first time between two characters, in which case, certainly. After that, we're getting into How Do You Define Virginity territory (this has its own tag--hell, I think there's a specific canonical or two for the level of sexual experience for the character above and beyond the general, pan-fandom one). Which, yeah, that's the implication there, for sure*. I'm sure readers could infer other ... activity previous to Project Rebirth from the dialogue, mind, but even then, probably not to the extent that it would be considered having had sex in this case.

* I didn't tag it with that because that's not what it's about?** Like, I think people looking for that wouldn't be looking for this when looking for that. Because it's not a big deal, right? It's incidental, not integral. Yes, I am quoting Harold and Maude again. Anyhow,

** It would be a very different story if it were--I think I have that story in my drawers somewhere, never to be unleashed, because a: it wasn't really something I thought through beyond a few images; and b: it wasn't something that I was interested in pursuing further beyond said images. Which were mostly about the differences in underpinnings and relative bush levels, okay? And wound up being mostly my own musings about how what's considered sexy or sensual varies with the times. And also wound up with me, once again, seeking out vintage lingerie, a habit I totally justify with cosplay, but is really rooted in my own love of a good girdle.
