Please, like Toby could possibly belong with anyone else (in-show, I mean)
I don't remember any of the stuff I read, back in the day, though. Certainly not to link to.
Aimee, there are a few CJ/Toby links on the PolyRecs West Wing page. I never found as much of it as I wished.
You might also try unfitforsociety.net.
You want Penelopody and August's Retina Burn, which I think of as THE definite CJ/Toby story.
Most of Luna's WW stuff is excellent, and quite a few of them are CJ/Toby. [link]
These are not terribly happy stories though. Some bittersweet, and many of them quite heartbreaking, if I recall.
Aimee, I have five up here: [link]
My favorite is Athaneum. Just beautiful. But Vonnie's right, the fic for this pairing was rarely especially happy. But then, Toby is not an especially happy person.
I know I read one or two more recently, but I'm sure it's in my big stupid folder of fic i liked, which is not even remotely organized, or helpful.
But then, Toby is not an especially happy person.
"You're sad, Toby. You're just too sad for me."
Just thinking of that scene makes me want to cry. Toby's my favourite character in TWW by a wide margin. I love cankankerous, principled loners.
The penultimate episode (7x21), "Institutional Memory" was like all the sad, beautiful Toby/CJ fic put to screen. God, I love that episode.
Suela, at first I thought you were saying someone had done an audiofic of "Kansas" and was terribly disappointed when I reread your post.(And that's not one of yours, is it? Was it Kernezelda?)
Laga, I'm now convinced I'm being told to finish my Anya of the latest Buffy issue and give Daniel Craig the line from your dream. Do you mind? I mean, I don't want to defy the mysterious oracular powers of the world, but I want to defy the Buffistas even less.

Well, I've been listening to the story in question, and I assure you that it's not at all disappointing! Quite the reverse!
Is this Kansas good too, then?

God yes it was. I have to say, I rather liked season seven. It did a respectable job of putting all its ducks in a row (seriously almost typed that as "fucks" which would have been a Very Different Show) and I was bawling by the inaguration.
Wow, that's a nice thing to say. Jeez.
