well, a stale horse is one that's tired, not fresh. but then "steel horse" is probably a play on that, with the whole tour bus/plane thing.

But I can tell you that in Peterborough, Ontario, it is illegal to drag a dead horse down Main St. Well, on Sundays, anyway.
