I'm a bit behind here, but I think the "nuclear option", while very significant (and a realy bad idea, IMHO), is simply a change in Senate rules that can be approved by a majority vote. They don't need the Supreme Court or Cheney or anyone else to get involved - they just have to vote in it.

Actually, no. It's a change in Senate rules that involves *overruling the Parliamentarian*. That is, they're going to ask the keeper of the Senate Rules if this is a legitimate change. He is going to say no, it's not. (He has already announced this.) They are then going to vote to do it anyway.

But once they vote, that's the end of it, right? I've tuned out of the news the last few days, but I heard, on NPR, that there is no "recourse" once the rules are changed because it's an internal Senate matter and not appropriate for the courts.
