I think it is. I'm pretty sure they (her parents, et. al.) have exhausted all their options.

What an unhappy thing this has been for all parties involved. To see personal and familial pain bantered around for political goals is sick making.
And, there's really no good outcome for anyone. No one wins, except the politicians who try to exploit it.

Maybe not even them, as a large majority of the public thinks that the two Bushes and Congress should not have gotten involved. It seems to have backfired on them.
