That's been implied, but I understand why he wouldn't spell it out in an interview for a new product. There's just nothing for him to gain by bringing it up; "the character's story was done" can be read here as equivalent to "creative differences." And also, as we weren't on the set, we can't know -- it might well have been a spiral where Joss put Xander in the background, so Nick got frustrated and drank more, so even less was written for Xander, ad infinitum.

Isn't CC on Veronica Mars? I thought she and Joss parted on somewhat bad terms, but with him recommending VM I'm guessing it wasn't bad enough for him to hold a grudge.
Any grudges aside, CC's on VM this new season, which makes it unlikely Joss has seen her in it.
True, but there are extremely petty people who would refrain from recommending a show if they knew that someone would be on it.
I suspect it's more that Joss is looking at the writing and entire show-ness of it, rather than caring a lot about what actors are cast.
