Well, with killing Adama, it likely wouldn't resolve the issue. Tigh may well not fall in line as she'd like, and would be better dealt with immediately, and so on down the line. If Adama heard the "shot him in the head" story, it may well be for the symbolism, and, as Jessica said, the obviousness of the action.

Well, but when Rafik al-Hariri was assassinated (via car bomb), who didn't know it was Syria what done it? And yet, it was done in such a way that the person doing the assassination didn't get caught (although his bosses suffered some unexpected and unwanted consequences).

But how does that apply here? The whole point is for the assassins to "get caught" -- Starbuck shooting Cain lets everyone know that (a) Cain is now dead and (b) Adama is in charge. It's simple and direct and to the point. Ditto Cain's marines on Galactica.

I thought Cain's wording was intended to imply the Marines were to shoot everyone in CIC, which would take out Tigh. Easier to take over the Galactica if the rank and file is demoralized by losing all their top officers, and to put the fear of Cain into them.
