No. He just swam really fast, had super-strength and did this weird underwater mini-whirlpool blast thing with his hands. And wore a lot of orange and green.
ETA: He did, however, have all the charisma of a dead bluegill, if you're looking for something directly fishlike.

Yeah, I could see that in the preview -- looked sort of like another Whitney, only even more annoying and smug.

You can have desert near water (not sure if they do in CA). It's desert near Sunnydale that confuses me more.

I thought it was a decent episode. I hated Aquaman at first, but I started to like him when he had Good Intentions. I don't think the actor playing him was very good, though.
I laughed at the Junior Lifeguard Association bit and wished they hadn't had Clark make the JLA reference to blatant.
And next week...yeah. This season has been an improvement on last season so far, but it looks like they're back to their old shenanigans.
