Well, we've seen inferrable evidence that nobody has any good facial-recognition software, or else Copies 2, 3, 4 and Infinity of each model would not be able to get driver's licenses. Identity theft/creation from scratch seems to have been easy-peasy, even before print records in the Bureau of Vital Statistics got blowed up.
So, no need to disappear someone, do a copy job, and reappear that person. You can just push that person into public life, with or without a backstory, with or without that backstory personally believed to be true, and viola!
