Can someone help me parse some government-ese?
OK, I need a State of IL photo ID (so I can fly) because I still don't have my driver's license back. I'm trying to figure out what identification I need. So, there's two statements that confuse me.
1) First Time Illinois Drivers License/Identification Card Applicant: An applicant applying for a Drivers License or Identification Card for the first time in the state of Illinois, must present one document from each of Group A, B, C, and D.
2 ) Duplicate/Corrected Drivers License/Identification Card: An applicant applying for either a duplicate or corrected Drivers License or Identification Card must present one form of identification from Group A, and at least one form from eitherGroups B, C, or D.

3) Illinois Drivers License/Identification Card Renewal Applicants: Applicants renewing their current Illinois Drivers License or Identification Card need only present their current valid license or ID card. If they do not have their current driver’s license or ID card, then they must present one form of identification from Group A and at least one form from eitherGroups B, C, or D.
I have been issued a drivers license by the state of IL before, but not an ID card.
So, when it says, "An applicant applying for a Drivers License or Identification Card for the first time," does that mean that since I've gotten a drivers license, it's not the "first time", so 2) applies? There are two different ways to interpret this stuff....
The problem is that I can't find my Social Security card at the moment....
