Two barrels is automatically a shotgun. If it's loaded by either breaking the gun in half, or by using a pump underneath the barrel, it's a shotgun. If it has a bolt, or has an ammunition magazine in front of the trigger, it's a rifle.

Are all long one-barrel guns rifles?

Shotguns can have long barrels. The longest rifles are gonna be longer than the longest shotguns, but there can be overlap.
