Well not canonically, no, but this is transformative fiction.

I'd guess they are defining "speeding" as "exceeding the posted speed limit" and defining "unsafe speed" as "too fast for conditions," which can happen even when you aren't "speeding."

I'd agree with you if they hadn't later said that speeding accounted for 25% of the collisions. That's just way too many. Wait -- they also said that you can be speeding while doing less than the posted limits too.

It's a crappily done video -- At least two or three spelling errors, and their definition of "reaction time" is all over the place. And it would be easier to learn if they stuck with terminology -- key, repeated phrases. Why tell me a mnemonic if you keep using other terms to describe the same process?

Plus -- Jeff Altman. That can't be right.
