I'd guess they are defining "speeding" as "exceeding the posted speed limit" and defining "unsafe speed" as "too fast for conditions," which can happen even when you aren't "speeding."
There is an element of
post hoc ergo propter hoc
there: "You had a crash, therefore you must have been travelling at an unsafe speed. If you had been going slower, you wouldn't have crashed. How much slower? Slow enough to not crash."
