It is Summer, and it looks a great deal like the end of her stint on the 4400. Though I don't recall blood on her hands at the end. I'd have to rewatch.

I just fast forwarded through that 4400 ep and couldn't find anything like the clip. There's one bit where she talks to somebody through a window, but I didn't notice any similar camera angles. Plus the window was gridded.

I really don't think that is from 4400 in any way shape or form. It has to be a Universal marketing dealio. I'm not buying the denial, Kevin. That is definitely Summer and I think it is just a piece of viral marketing. Cool, though!

Somebody on a board somewhere (I'm too lazy to go back and look it up) posited that they thought the psychologist was Nathan. Maybe I'm susceptible to suggestion, but on second and third viewings, it may well be. The physical build seems about right and some of the grunting is reminiscent of War Stories.
