For me though, near the ocean, it's just bone penetrating, even if the wind chill factor is the same.

Although I will say that often times, living in a coastal town, the temprature can be 5 to even 10 degrees WARMER than inland, since the Ocean keeps the temprature up sometimes. If the cold is coming OFF the Ocean, however, it's a moot point.
eta, it's amazing once you start hitting the extremes (hot or cold) what a difference 5 to 10 degrees can make.
The thing is, though, even when it is 10-15 degrees warmer, the wind makes it feel the same temp.
