Specifically, winter and spring wheats are typically used for high-gluten flours (including bread flour and high-gluten flour, which is even higher in gluten and used for bagels) and summer wheat is used for soft flour. They're different varieties of wheat, and not just different growing seasons. All-purpose flour can be any blend of the two.

Cake flour is in boxes, not bags, which makes it harder to find. Look for a box about the size of a medium-sized box of Bisquick, brand name Softasilk.

Wow, I didn't know all that about wheat. As someone who has trouble with wheat gluten, this is very good information to have! Also, explains why I dislike bagels, and they dislike me.
Years ago I worked in a bakery. We only used organic flour - it varied quite a lot from week to week, so the person doing the bread dough mixing always had their hands full adjusting the recepies to compensate.
