So, now that I'm finally ready to pull the trigger on my powerbook purchase -- I should wait until after the 15th?
At some point, Apple should make an announcement that new systems purchased after a certain date will be able to upgrade to Tiger for free.

Unless you really want it now. A few times they have offered the newer software at a reduced price to people who bought new computers in the last 2 months, say, but don't fall in the shorter window. If you are in no rush, I'd wait for Tom's announcement.
