I thought Spike was nasty ... that was nothing. And they opened my eyes over in Wales, I gotta say. I mean at first I was all freaked out ‘cause this dude playing Jack, he’s like all sexy on the set and everything. And I didn’t really realize we’d be playing these Time Agent characters who’ll have sex with anything, like any thing with a hole! I’m serious

The BBCA runs will likely edit that stuff out. They chop the episodes down by 10 minutes for foreign distribution anyway at BBC Wales, and then BBCA make a further 2 minutes of cuts per episode, so they run 12 minutes short per ep of Torchwood.
But Torchwood is going to be available On Demand and when they did that with Life on Mars they put the UK Ed up.
(Also this is all about season 2 -- so not what BBCA will be showing before 2009 in all likelihood.)

No they don't - the international and broadcast versions are identical except that the international versions ship with split audio (& textless, if they're being sold in a non-English speaking market). All reversioning is done over here by the network that's going to air it. (Or in a few cases by BBC NY Production, which, like BBCA, is not technically a part of the BBC in spite of the name. It's a little complicated.)
And, I believe, that BBCA has said that they're not cutting for content - just for time.
Woops. Yes, I just checked, and my ass was typing there. It'll be between 2 to 4 minutes shorter on BBCA, apparently.
