Yep. I was just checking back and forth between several pictures of Locke's boss, and the good cap of Hurley's boss. They are the same guy, but it's a little hard to tell in some caps because he's clean shaven with close cropped hair as Hurley's boss, and he has a goatee and shaggy hair as Locke's boss.

It took checking a couple of different pictures to confirm it, but it's the same guy.

ETA: Also, IMDb confirms that it was a guy named Billy Ray Gallion playing the character of Randy in both episodes ("Walkabout" and "Everybody Hates Hugo"). You have to scroll down to his Notable Guest Appearances.

Chicken had to come first. Hurley won money at chicken stand; bought box company with money.

I mean, how do the two jobs Randy had mesh in the timeline?

Randy could have worked at the box company before the chicken stand. Was the encounter with Locke and Randy immediately before the trip to Australia, or much further back?

Hurley and Boss work at Chicken Stand. Hurley buys ticket at convenience store and wins big. Hurley buys Box Company where Chicken!Boss goes to work. Hurley has wacko dream with Chicken!Boss and Clucking!Jin.

That's my reading anyway.
