I think he was talking about "Home," without paying attention to any sort of timeline that would make contextual sense. The way it's written makes it seem that the episode aired before Firefly went into production.

Is he smocking crack?!? While I'm of the opinion that Joss' best work on Buffy eclipses Tim's on Angel by a hair, most of his episodes of the latter are widely regarded as run-of-the-mill. (When they weren't actively racing the Tidy Bowl Man, as was the case with "Happy Anniversary.")

Maybe we are to take this in its simplest form. Just because he wrote and directed ALL the best Angel episodes doesn't make the statement untrue. In fact, it guarantees that the more limited statement above is true.
