My father will give up his handicapped parking placard when they pry it from his cold dead hands. He's one of those borderline cases - he has fairly severe knee problems, he sometimes walks with a cane, and he has heart problems that make walking a long way problematic if it's really hot or whatever. But all of those are issues with a lot of variance - sometimes he really can't, or shouldn't, walk a long distance. Sometimes...not so much. But he'll take the spot if it's available, oh yeah.
