Pretty much. Though Singh refers to them as brothers and sisters and his children, he also sees them as the future of humanity, which they can't really be if they don't produce offspring.

I've been fairly impressed with Enterprise this year so far. Not in a "OMG it's so kewl" sort of way but in a "Wow, it actually doesn't suck" way.
