I think none of the L & Os are Tom Fontana, but Oz and SVU share (shared) soem writers and a couple of producers. So lessee -- I think 5 Oz actors and one directly from Homicide have shown up on SVU; of those, two are contract (Chris Meloni and Munch) and one (B.D. Wong) is a regular visitor. Also, Dr. Skoda on L&O Classic.

According to IMDB the Dean Winters (Ryan O'Riley on Oz) was Tom Marans in several episodes of Homicide.
He didn't do much before Oz except some guest spots and small roles in a few movies.
OZ is actually very strange to watch because so many of the actors are people you know or associate with other projects. Of course, some of those projects came later - I'm several years behind due to the lack of HBO in my life. (And why the hell haven't they gotten past season two in the DVDs yet anyway?) Several L&O, a few from Homicide, (Chris Meloni is both, actually), and at least a few others I've seen elsewhere.
I wasn't a Kate-hater when ER was on Angel, although she didn't really interest me much until her last few eps. But she's gawdawful on L&O. It may not be entirely her fault, though. The show as a whole has gotten really preachy - more speechifying than Buffy at the end - and a big part of her function as Lawyer No. 2 is to be a foil for elevator conversations Exlaining the Issues. Not a lot she can do with that. But her predecessors did it better.

Personally, I think that Kate was a bit too mundane in the growing weirdness that was Angel. Compared to three vampires with daddy issues, a cop with daddy issues doesn't stack up.
Plus, she shared the show with CK.
