Bascially it is a matter of how recent your browser is. Browser versions older than a certain age won't display it. Newer ones will.

It's also a preference, at least it is in Mozilla. You have to check "Show Web Site Icons" in the appearance preferences for Mozilla.

Mine used to, now it doesn't. Ditto for Slate and Salon, but LJs and Google still show up with their icons.
