I've read in a couple of places that the language of the DEI notices/emails sent out by government agencies were from a template given to them, and no one was allowed to alter or edit them.

Yes, my housemate here in the East Bay works for the federal Department of Health and Human Services in SF, and he got a notice exactly as JenP described.
So, can confirm that it looks like a horrible template.
