I nominate Peter Capaldi.
Pratchett had views on who should play some of the characters. The Patrician's description was based on Jeremy Irons (who played him in The Colour of Money). Charles Dance was very good as the Patrician in the adaptation of Going Postal.
He also envisioned Pete Postlethwaite as Vimes, but alas Pete is also gone.
I kind of always picture the Patrician as not far off from Monty Burns, personally.
Ultimately, the two eps are not similar, but this week's Who did put me in mind of Crackers Don't Matter.
I see Supergirl was working around an absence of Melissa Benoist's. I wonder if this is when she was on Broadway.
