I'd contrast that with his efforts to ignite a trade war with roughly everyone. If that sinks the economy, I could easily see him haemorrhaging his own support, who are likely to be hurt worst (especially if China has any say in it).
If the economy tanks, then he's screwed. He's on the tail end of a very long growth trend and starting trade wars so there's a pretty good chance that will happen unfortunately (for the country, not for him). OTOH, as usual, the GOP is trying to simulate the economy with massive deficit spending.
I think this horror of a policy is too far out to hurt Trump in 2020, but if he loses a branch of congress in the mid-terms that will be a disaster for him. To do that though, the Dems would need an incredible win to get the house (7 to 11 points which historically doesn't really happen) and it looks impossible in the Senate with the map they are facing. I'm just not very optimistic.

I despise whiners. We made several adjustments to this guy's computer, updated several drivers, the program windows are a little wonky. He's pouted about "it never did this be-FOOOOORRREEE!" over and over, and I keep saying, "Before doesn't apply," he says, "OK, but it didn't do this before." I want to hurt him.
