I'm thinking bad news, because he was one of the few cabinet members who seemed to actually value the work of his department and approach it with the good of the country in mind.
He really didn't, though. He more-than-decimated the State Department, drove out career diplomats with combined thousands of years of experience, and has contributed to the ruination of the US's reputation overseas. That he's not obviously, overtly insane is, in fact, a pretty low bar. He didn't want to start a nuclear war with Russia or North Korea, fine: but his primary goal was pretty clearly not to maintain US interests abroad.
And because he made it a year in the position, he won't get taxed on the $54 million in stocks he sold prior to becoming SoS.
That said, we're not going to be better off with Pompeo in the slot: he's a xenophobic islamophobe, and a Trump toady.

I hadn't heard about Tillerson gutting the State Department. Mainly all the news I've seen about him is his more reasonable conflicting statements with Trump, which is of course setting the bar so low that one needs ground sonar to find it.
