I think there's some faking out going on. The trailers for Winter Soldier all had the "your work shaped the century, it's time for you to do it again," and people thought it was addressed to Steve.

Yeah I have heard rumors that the whole civil war aspect is actually a B plot and there is a big villain that hasn't been shown at all that actually drives the movie.
Crossbones is in this, and I haven't seen him in the trailers.
If Tony--or the armor--has been taken over, then a beatdown would be necessary.
The big bad I've heard rumored is a Baron Zemo or some such. Don't know who that is in comics. Crossbones does appear very briefly in the trailer fighting cap.
That big bad is a major Hydra player. I think he was involved with Wanda and Pietro.
Cap has way too many barons as bad guys.
Baron Strucker was the one involved with the twins in Age of Ultron.
Oh, yeah, wrong baron . Zemo's the one with the bag over his head in the cartoons .
Yeah, as villains go, his look is less-than-intimidating.
I don't think the space adventure goes well for Yo-Yo.
I'm gonna put my kittens on the yo-yo action saving her in the second before that shot. Or some combo of the yo-yo and another inhuman.
I'm trying to resist Civil War spoilage and speculation.
