As the head of another agency, Rosalind is probably the only person he can plausibly be involved with. They won't make it simple, and we've yet to see if Phil is using his charm as a cover. I don't put it past him to romance the enemy.

Someone pointed out elsewhere that the mystery man who "helped" Kid von Strucker was a member of the World Security Council in the first Avengers movie.

I just recognized the actor from something else.

It's Powers Boothe, so a little bit of both, probably. I think I know him best as Cy Tolliver from Deadwood.
