I have only watched Captain America, Avengers, and Winter Soldier and read a lot of Steve/Bucky fanfic, so this is very odd to me.

The writers have said they feel the children were always Caps kids.
The Russos, on the other hand, who are way better about details than the writers (the writers are the sort who should just not...talk, bless, and there's no way for it to be same timeline without contradicting massive amounts of the text), are on the alternate timeline train.

Yeah, I've always assumed "alternate timeline" for Steve. He and Peggy continued to fight the good fight in whatever timeline he hopped to while our prime timeline happened as we saw. Then after Peggy's death Steve hopped back to the prime timeline to say goodbye to Sam and hand over his shield. (Steve and Bucky's dialogue before Steve leaves as well as Bucky pointing out old Steve to Sam heavily implies Bucky knew exactly what Steve was planning.)

I do know about what the writers said, but I just can't make it make sense so I kind of ignore it. Hopping timelines... I mean, I guess, but how? No, I'm not really expecting anyone here to justify it. Just complaining. Also, I definitely think Bucky knew. That, at least, is not one of my complaints. /EndgameWhine
I kind of picked up the fandom only after Endgame, so I apologize for being all "feelings!" when I'm sure it's been discussed ad nauseam. If they ever get around to airing something new, I'll try to stay more current.

I'm pretty sure one of the early interviews with the Russos after it came out said that it was the Dr Strange of the other timeline, where he fixed everything, that sent him back to the main timeline.
In mostly unrelated news, no movie with Lockheed in it can be entirely bad.
