I told my next-cubicle-neighbor that I was wearing white because it was after Memorial Day and I've been waiting (although I do not really stick to that) and she had never heard of that rule. Completely foreign concept.

I have to think about the white thing when I go to upstate NY. Here white, or pink, or anything pastel works all year. I try and consider when I travel that I may look like I just arrived from Florida.

Yesterday I was going through my dresser drawers and I found a nice white button-down shirt that I never wear. So I was thinking, "I should wear this. On a day I don't eat food."

I never think about whether it's acceptable to wear white unless I'm going to a wedding or a funeral. Also I never wear much white in general because I'm also a spill-food-on-myself-ista.
I don't recall the first time I heard about this "rule." I think it may be more of a New England/New York kind of thing because of the Victorians and the nouveau riche.

Indeed, cold water is actually good for certain clothes. Lower temperatures protect the dyes, and therefore the color of clothes, while also helping to preserve the fit of the clothes by preventing shrinkage, particularly along the seams. What’s more, some stains, like blood, should only be washed in cold water. Warm water just makes blood stains set in.
