No, that sounds right. You apply for unemployment when you lose your job, they calculate your benefits based on your previous salary and (I think) how long you worked, and they tell you the total amount that you're eligible (initially) for, though the amount is doled out weekly/bi-weekly/monthly.
At least, that's how Ohio does it. So if a person goes back to work but then loses his job quickly, as long as he's not at-fault, then the remainder of that total amount of unemployment $$ should still be available. (Again, in Ohio.)

Or if you meant how do you come up with the money, a few things. Generally costs are much cheaper to begin wiht, especially if you are from w/in the province. (Actually, in Ontario you just had to be Canadian. At the time anyway, Quebec was the only that limited to students from in province.
There are various aid programs similar to the states. In Ontario there was OSAP, Ontario Student Aid Program. Better known as Ontario Stereo Acquisition Program. US students can get the same federal loans they would get to go to uni in the States.
A sensible person in that situation would stand in the cronut line while using their current iPhone to order a new iPhone from apple.com.
