Things I learned at the orientation at the cat shelter:

They only take in sick or injured strays. (They spay and neuter ferals and return them to their territory.)
Kitten season is starting soon! Apparently strays and ferals tend to have kittens in the Spring.
Ferlas can't be placed in homes, but people can sort of foster ferals on their property to keep the rats away.
