No, because you start out with some fish in your wallet. And when the cats come by they leave you more. Also the cheapy chow is free. You'll need to put some food out to get things going.

Most of the kitties are as happy with the free food and cheap toys as the expensive stuff. You don't have to spend any real money. The kitties keep bringing you fishy currency.
