Fair is the lightest, usually with pink undertones. Light usually has yellow undertones, for some reason.

Yeah, definitely depends on the brand and the line. That's the particular Tarte BB cream names....but in general, whatever the lightest and next-lightest ones are...For instance, in the Urban Decay Naked foundation I use something that's like "3.5" because there's several colors between that and ".5" the lighest shade, but the colors between are not pink-undertones (and it's not like it's that dark--it's good for summers, for me)
I'm always looking for a brand with a color named something like porcelain because fair and light are usually too dark for me.
Oh! This discussion reminds me -- does anyone use Bare Minerals powder foundation? I use the matte formulation and accidentally bought the original formulation, and used it once before I realized the mistake (and the way I use it is by shaking a little power onto a plate and dipping the brush into that, so what's in the jar -- and the jar itself -- are basically untouched). The color is Fairly Light, original (not matte) formulation, 99% full.
If anyone wants it, holler, and I'll send it to you, because otherwise it'll go to waste.
