I think I realize why I don't get it! It assumes that the loud-music people are the same people and they will learn from their mistakes. I live on the only route to the beach in my city, and all the loud people are different each time.

My interpretation doesn't. Even if no one learns a lesson, my life has changed (once the beasties are trained--that will be a bit annoying, but at least not suprising) because people I dislike are getting fucked right where I can see them while I drink legally.
