POTUS is proposing a LOT of big serious changes. Does he really think he can do even half of that with a Congress that's not obstructing him any less than it did in his first term?
I think the goal isn't to reach all those goals, it's to highlight the role of the Republicans as obstructionists.

I do feel like being the VP or the Speaker during the SOTU must be really really hard -- not only do you have to look visibly engaged for the whole thing, you're looking at the back of the guy's head! I would have to practice really hard, so as not to glaze over.

Yeah. It's not what will actually happen, but it might highlight that nothing gets done when we can't work together. And that's on both sides. Because if everyone just digs in our heels and refuses to move unless they get everything they want, we sit still and things just crumble.
