Okay, how can they call Wisconsin for Obama when Romney has more votes and there are only 19% of the votes even in?
It depends on which counties are in that 19%. If Milwaukee and Madison are not fully ousted yet (as is likely) but most small counties are Near 100% in, that means that most of what is left will lean very blue.
