I don't recall ever having to give a reason for absentee ballot, and my entire pre-Oregon-where-the-whole-state-votes-by-mail life in both VA and CA I always voted by absentee ballot (first because of being a student, then because it was just easier and more convenient.) IIRC, once you sign up for absentee (at last in VA and CA) you can elect then to be permanent absentee voter and they just keep sending you the absentee ballot to whatever address you specified until/unless you ask them to stop or send it somewhere else. I think there was a clause that if you did not return the absentee ballot more than once your absentee status would be revoked, and then you'd have to go wait in line and such. It was super easy to set up.

I don't really follow the news-- have they said anything about how Sandy is going to effect voting in NYC? Since NYC is so predominately Democrat and so much bigger than upstate and western NY, I don't usually worry about my vote (I was planning on voting for Jill Stein). But if NYC doesn't have a big turn out, it is possible my vote will matter, and I should vote for Obama.
My complete ass-pull opinion is "probably not much". Electricity should be completely (or nearly) in place by then. Some transportation will probably still be sticky, but we're densely populated enough that I'd hazard that just about everybody is within walking distance of their polling place.
