Nope, what happened was that when he took office in Massachusetts, a bipartisan group of MA women came to him with a binder of women qualified for appointments, because there weren't enough women in office.

There is part of me that finds it extra entertaining that not only was his "binders full of women" comment tone-deaf, he was also trying to take credit for a woman's binder full of women.
