Yes, that's where the cognitive dissonance kicks in. They don't pay income tax, but they used to, so they're ok. And they're not bludgers like Romney was talking about, and they don't vote Democrat even a little bit, so he can't have been talking about them.
Still, it does pick at the Repub alliance between pro-business fiscal conservatives and the social conservatives. It might reduce Republican motivation at the margins. Kickstarting wavering Democrats is the best chance though, I think.
Also, I wonder how many working people who don't pay income tax think of themselves as not paying income tax. I mean, look at how much gets taken out of their check! And sure, they get a refund, but they are still giving the government a shitload of money! (In social security, etc., other non-income tax things.)

I don't think most people get the difference between not paying income taxes but paying other taxes. They honestly believe there are some mythical Americans out there who manage to never pay any taxes on anything, period. The cynical part of me says that's why the media keep emphasizing the 47% meme, because they know it won't make any difference to his image and the goal of the press these days seems to be to not print anything that might actually change the election until after the election.
For me, the comment that seem the most damning is when he complained that Those People felt "entitled" to food, shelter, and health care and that his job is to not care about them. The idea that a country as rich as the US would deny food and shelter and basic health care to its poorest citizens is appalling to me.
