Beau and I are at dinner and I read this description on a menu "dipped in a special ethnic batter." Can someone please explain to me WTF is "ethnic batter?"

the item is purported to be from Afghanistan. While I don't know a lot about Afghanistan, I thought they had more than one ethnic group there.
